Nobody is listening systematically. During the 2020 locust emergency we learned exactly how much damage the reporting lag causes; the same dynamic plays out every season at smaller scale with armyworm, whitefly, and rust diseases. Extension officers like me cover impossible territories. But farmers all carry phones now. A structured reporting network — farmer sends photo, AI does first-pass identification, verified sightings trigger SMS alerts to every registered grower within 30 km with recommended action — would compress the response time from weeks to hours. The Ag department would cooperate; they need eyes more than anyone. The hard part is farmer sign-up density, and that is a distribution problem someone entrepreneurial should own.

Generic plant-ID apps fail here; a model trained narrowly on the fifteen pests that cause real economic damage in Pakistani cotton, wheat, and rice — with images collected through the extension network across seasons — can hit field-usable accuracy. Farmer sends photo (WhatsApp, not a new app), gets identification plus department-approved response guidance; verified cluster detections trigger the radius alerts the problem describes. Pay the first reporters: micro-rewards for verified early sightings make surveillance self-sustaining
Surveillance networks die from silence, so pay for the signal: PKR 200 airtime for the first verified report of a listed pest in a new union council, verified by photo model plus extension officer spot check. The entire season's reward budget for a district costs less than one day of a real outbreak. Farmers already photograph odd insects and ask around — routing that instinct into a rewarded report channel converts curiosity into a sensor grid. Input companies would co-fund; early warning protects their customers' spray efficacy too.

The whitefly wave last year reached us with zero warning despite hitting the next tehsil ten days earlier. Ten days of warning is a different spray schedule and a saved crop.
Farmers already photograph strange insects and post in groups asking what it is. The reporting instinct exists unpaid. Reward it and you have a sensor network overnight.
