Last-mile flood alerting built on who villages actually listen to: three registered relays per mapped settlement — imam, teacher, lady health worker — triggered by upstream gauge thresholds with voice calls in local language carrying concrete instructions, plus pre-monsoon drills. 180 settlements mapped across four southern Punjab tehsils before this monsoon.
