Build a certified-installer network equipped with these testers — every installation gets a test report per panel, logged to a public database against the panel serial. Customers pay nothing; installers pay a modest certification fee and win business by quoting 'tested watts'. Dealers selling fakes lose the installers who buy from them, which is the only pressure they actually feel. I will put my own company through certification first and recruit ten Faisalabad installers in month one.
QR-based panel passports written to a tamper-evident registry at import stage
Most genuine panels enter through a handful of importers. Get the top importers to register every pallet at customs clearance — serial ranges, model, flash test data from factory — into a shared registry with public lookup.
